Almost anywhere! Within the U.S., an FRS radio is legal to use on land and sea for all kinds of personal communications. ICOM's IC-4008A is one of the few, if not the only, FRS radios built to JIS-5 water resistant standards.
FRS is not recognized by Canada authorities. FRS radio use is prohibited in Canada.
